LA Metro
Holly Rockwell is a Senior Executive Officer in the planning department of Los Angeles County Metropolitan Transportation Authority. She oversees real estate acquisition and management (including Los Angeles Union Station) and Transit-Oriented Community Programs.  For the 18 years prior to joining LA Metro, she co-founded, owned, and was president of a real estate and right-of-way firm that provided consulting services to public agencies throughout the West Coast. Holly has been named Professional of the Year by the International Right of Way Association (IRWA), Los Angeles chapter, and Woman of the Year by the Women in Transportation Seminar (WTS), Inland Empire chapter. Holly graduated from the Wharton School of Business, University of Pennsylvania. She loves spending time with her husband, Bryon, her two sons (ages 17 and 15), her daughter (age 12), and their yellow lab. She has run six marathons and will continue to do one a year for as long as she can!

​Eric Schneider is the principal for Schneider Valuation Consultants, a real estate appraisal and consulting firm that specializes in litigation support throughout the United States. Mr. Schneider has extensive experience with the appraisal of commercial and residential real estate as well as appraisal review experience. His clients include government agencies, law firms, corporations, and private clients.
 
An active member of the valuation community, Mr. Schneider serves on various committees and boards related to the appraisal profession, including the Appraisal Institute and the International Right of Way Association. He has served as chapter president for both organizations, chair of the AI’s national designation committee, and chair of AI’s Leadership Development and Advisory Council. He is also a member of The Appraisal Journal review panel, an instructor for the Appraisal Institute, and a frequent speaker at valuation, legal, and university events.

​Isaac Rosen advises many public sector clients, including cities and special districts, on an array of transactional, day-to-day and housing and land use matters, and serves as City Attorney for the City of Arroyo Grande, and Deputy Legal Counsel in West Hollywood, El Paso de Robles, and the Chino Valley Independent Fire District.  He is of counsel in the Municipal Law practice group of BBK’s Los Angeles office and also practices as a member of the firm's Economic Development, Real Estate & Affordable Housing team.

Isaac advises clients in drafting and enforcing local laws, such as those related to planning, zoning and public health and safety. He tracks changes to California housing law, to advise clients on planning entitlements, administrative citation programs and accessory dwelling units. Isaac also assists cities and other public entities on transparency and open government requirements, including compliance with conflicts of interest and First Amendment law. In addition, he has cultivated and shared knowledge regarding emerging technologies, including social media regulation. Isaac’s clients find him to be gregarious and approachable, and they appreciate his professional, yet informal approach that fosters strong relationships. Isaac enjoys working collaboratively with city and agency staff on tangible projects that effect change and benefit the local community.

Public Agency Valuation Considerations for Properties that Have "No" Market
Summary
Appraisers that provide valuation services to public agencies encounter assignments involving a myriad of challenging property types and conditions.  Examples include special-use properties, various types of easements and partial acquisitions, properties with multiple zones of value, unique surplus property dispositions, budgetary analysis requests with limited information available, retrospective valuations, and others.   

​This presentation will examine situations where no “markets” exist for properties that public agencies need appraised.  To this end, it will explain in detail an economic condition known as “bilateral-monopoly” (one buyer, one seller).  It will shed light on why values, in these instances, are indeterminable and what an appraiser can and should do about this dilemma.  It will provide several bilateral-monopoly case studies and some recommended “do’s” and “don’ts” to appraisers practicing in this area.
Bio
During a 23-year career, Ryan has performed real estate valuations for many purposes including eminent domain and right-of-way acquisition, loan underwriting, estate and gift taxation, litigation support, assessment appeals, asset management, and transaction fairness. 

Ryan holds Bachelor of Science in Business Administration and Master of Real Estate Development (MRED) degrees from the University of Southern California and an Executive Master of Business Administration (EMBA) degree from the University of California, Irvine. 

Ryan currently serves as the Manager of Real Estate Valuation Services for the County of Orange.  He provides valuation services to multiple departments and agencies to facilitate the acquisition, management, leasing, and disposition of real property. His duties include providing informal valuation consultations and budgetary analyses; requesting proposals from contractors; administering contracts; correctly defining valuation problems; establishing appropriate statements of work; performing USPAP-compliant reviews of appraisals; and providing litigation support services to County Counsel and outside counsel.

​Ryan is as an adjunct professor of real estate appraisal courses at Cal State Northridge, Mt. San Antonio College, and Long Beach City College.  He has served part time as an Assessment Appeals Hearing Officer for the Los Angeles County Assessment Appeals Board since 2008.  He is a designated member of the Appraisal Institute, holding the MAI, SRA, and AI-GRS designations and is a member of the International Right of Way Association (IRWA), holding the R/W-AC credential.  He is the Immediate Past President of the Orange County Chapter of the IRWA.  He is also a licensed real estate broker and has qualified to serve as a California probate referee.

Topic:  Detecting a "Rigged" Goodwill Valuation

William W. Thomsen, CFA, ASA, has over 25 years’ experience performing valuations of businesses ranging from small family-owned enterprises to Fortune 1000 companies, and across numerous industries. He also provides economic damage assessment and testimony for commercial litigation.

Will’s valuations are used for estate tax planning, transaction due diligence, financial restructuring, and civil litigation such as shareholder disputes and eminent domain. He has testified to goodwill valuation for eminent domain proceedings for over 25 years on behalf of both public agencies and private business owners.

Will holds the Accredited Senior Appraiser (ASA) designation and is also a Chartered Financial Analyst (CFA). He holds a Master of Business Administration in Finance from Columbia University and a Bachelor of Arts in Economics from Pomona College.
The Problem: You are digging through a thick goodwill loss valuation report. Its conclusion is far higher (or lower) than your own expert’s, or what you would expect to be reasonable. You feel it must be “rigged” somehow. But how? Where?

The Solution: This presentation will provide information to help navigate these complex waters. At the end of the presentation, you should have better insight on what to look for and what to ask when reviewing a goodwill valuation report.
