Under administrative direction, plans, organizes, and manages the activities, staff and consultants of the Real Property Division and performs a variety of complex professional, technical, and public relations processes, procedures, and activities for the acquisition, disposition, land exchange, prior rights analysis, survey and management of real property in support of the District’s Capital Improvement Program, Annexation Program, New Development Projects, and Property Management and performs related duties as assigned.

QUALIFICATIONS:
Any combination of experience and education that provides the required knowledge and abilities is qualifying, along with the specific licenses/certifications as outlined below:
- Education – Bachelor’s degree from an accredited college or university with major coursework in paralegal studies, law, business administration, engineering, or a related field.
- Experience – Five (5) years of increasingly responsible real estate and/or real property acquisition experience with two (2) years of experience in engineering support.
- Licenses/Certifications – A valid certificate of registration as a Professional Land Surveyor issued by the State of California is desirable.
The following criteria will be assessed in evaluating candidates:
- Work Experience: Assessed through application review and oral interview; weighted at 35%.
- Oral and Written Communication Skills: Assessed through application review, education/ certification review, and written test; weighted at 25%.
- Education and Certification: Assessed through application review, education/certification review, and oral interview; weighted at 20%.
- Organizational Skills: Assessed through application review and oral interview; weighted at 20%.

The entry level position in the Real Property Agent series. This position assists the Leasing, Acquisition, and Appraisal teams of the Real Estate Services Department. Essential duties include maintaining the County-owned property database in Archibus (Real Estate Software System); researching market and comparable data for appraisal, acquisition, relocation, and leasing purposes; developing real estate trends market database for all property types and communities; and assisting with various stages of acquisitions, appraisals, relocations, franchise management, surplus property disposition, and leasing and property management. Responsible for a variety of projects which could include: complex property management; commercial leasing activities; negotiation and acquisition of real property for public projects in the areas of both voluntary acquisition and eminent domain.
Essential duties may include negotiating for acquisition of a variety of property types; analyzing contract terms; interpreting appraisals, engineering plans, maps, title reports, and legal documents; relocating residential and business properties in adherence to the principles of eminent domain as required by County public projects; soliciting proposals; negotiating for leased facilities to house County employees providing services throughout the County; negotiating leases for County-owned property; leasing administration and property management duties; monitoring improvements to conform with lease agreements; and resolving issues and landlord/tenant disputes. Agents will also interface with other County personnel to address their real property needs; manage the surplus property process and oversee public auctions; and prepare Board Agenda items for public consideration and approval by the Board of Supervisors.
