These services have been performed throughout the United States and Canada including the states of Texas, Arizona, Nevada, Missouri, Florida, Hawaii, North Carolina, New Hampshire, West Virginia, Washington, North Dakota, Illinois, Oregon, Louisiana, Indiana, Georgia, Guam and the provinces of Alberta and Ontario. He also prepares and reviews various proposals for competitive bids. Mr. Root has more than 20 years of professional real estate experience involving acquisition of right of way, as well as residential and commercial relocation assistance. He is a frequent contributor to the IRWA Magazine and has spoken at every IRWA annual education seminar since 2006. He was a Senior Right of Way Project Manager at HDR. About the Course
Course 504 is designed for participants with thorough knowledge and experience implementing the Uniform Act. Realistic and complex situations are used as if the participants have been assigned to a small project requiring the relocation of the occupants of twelve (12) residential properties. The household surveys have been conducted and a copy of each interview sheet is contained in the materials provided. The participants act as the individuals assigned to compute the replacement housing payments on behalf of the Agency. Participants should have the knowledge to calculate basic payments, as group discussions and exercises maximizing practical application of the cases studies will be the emphasis of this course.

Lee Hamre, SR/WA, R/W-RAC, R/W-RAC has worked in right of way since 1992, and has served as President and CEO at H.C. Peck and Associates, Inc. since 2003. During this time, she has provided comprehensive acquisition, relocation assistance and real estate project management services under the Uniform Act for transportation, affordable housing/community development and GSA projects throughout the U.S. Since 2004, Lee has acted as Real Estate Project Management Oversight Specialist for FTA funded projects nationwide providing technical assistance and ongoing review of projects’ regulatory compliance. Lee is a CLIMB certified instructor for all International Right of Way Association’s (IRWA) relocation courses and was the recipient of IRWA’s Frank C. Balfour Professional of the Year Award in 2006. She also served as IRWA’s International President from 2014-2015.

This course offers a general understanding of the rules and the negative impacts of URA non-compliance on projects, including the possible loss of Federal funding, and provides a balanced view of all aspects of the rule and an introduction to the interdependent nature of disciplines involved in infrastructure projects. This course does not focus on the intricacies of requirements, nor does it put too heavy an emphasis on the more complicated relocation assistance calculations and provisions. It is intended to provide a hands-on experience and heavily relies upon individual and group participation in examining (and demystifying) the URA regulations. The participants will be asked to read aloud certain sections of the Code of Federal Regulations (CFR) and provide subsequent comment and reflection. Anyone not comfortable with this may simply choose to pass to the next reader and is always welcome to participate in other ways.

Larry Castellanos, SR/WA, earned his MBA with an emphasis in finance from the University of San Francisco and his Bachelor of Science Degree in business administration with a concentration in finance from CSU, Sacramento. Mr. Castellanos joined Associated Right of Way Services, Inc. in 1997 and currently serves as vice president of operations. He is responsible for project management of multi-faceted projects including property appraisal, acquisition and relocation advisory assistance. He has broad knowledge and experience in property acquisition, relocation services and appraising property for public agency acquisitions.

Krista spent the first 15 years with MDT, specializing in difficult negotiations and covering hundreds of miles of right-of-way projects. In 2018, Krista accepted a position with HDR Engineering Inc., as a Project Manager and moved to Washington. She has spent her career involved in all phases of right of way (Project scoping, appraisal / appraisal review, acquisition, negotiation, relocation assistance and property (asset) management). In addition to her career experience, she holds a Bachelor’s of Science in Communications from Montana State University and is a CLIMB Certified Instructor. Krista is currently the IRWA Region 7 Secretary and on the International Professional Education Committee. She is the recipient of the IRWA 2018 Region 7 Professional of the Year, served on the International Finance Committee and also served two years as the IRWA Region 7 International Nominations and Elections Committee Representative. She holds a Broker’s license in the State of WA and is currently the President of the Northwestern Chapter of the National Scleroderma Foundation.
Cyndi Whelpley, SR/WA started her right of way career with Caltrans in 1992 after graduating from San Diego State University with a bachelor’s degree in Public Administration. She moved to Washington state in 2000 and worked for Puget Sound Energy and Washington State Dept. of Transportation and is currently a Senior R/W Agent with Universal Field Services, Inc. working as a consultant to local public agencies. She has also served in the U.S. Naval Reserves with Seabee battalions in the Pacific Fleet, NAS Whidbey Island VR-61 squadron and with the Vice Admiral of the Naval Reserve. Cyndi is a past recipient of the Chapter 4 Professional of the Year award and a 2018 Balfour Award Finalist. Currently, Cyndi serves the IRWA as Region 7 Vice Chair. Cyndi has been an IRWA member for 19 years and holds the SR/WA designation as a member of Chapter 4 in Bellevue, WA. She has earned a Master’s degree in Organizational Leadership from Chapman College and completed the University of Washington’s Project Management Certification program. When she’s not in her office, you will find her actively supporting her community. She has a heart of service and volunteers with the youth football & cheer, is a Board member on the Scleroderma Foundation, and an advocate for high-risk youth and addiction recovery services.

Prior to joining Tierra, she served as a Project Manager for Universal Field Services at Sound Transit in Seattle, and she spent 15 years working in Real Estate Services at the Washington State Department of Transportation (WSDOT). At WSDOT, Leslie was responsible for the development and implementation of training courses for staff, consultant, and local agency employees. She also performed quality assurance oversight, provided relocation assistance services, and conducted project certification reviews on Federal Highway Administration (FHWA)–funded projects in Washington. She earned her associates degree in Civil Engineering in 1984, has worked for several private surveying and engineering firms and has spent most of her career in the public sector delivering capital road projects. Laura has over 30 years of experience in surveying, mapping, GIS, ROW, roadway design, construction inspection, and writing land descriptions for land acquisition. She earned her BA in Communications with a minor in Leadership in 2014. Currently, she is a senior right-of-way agent at Clark County Public Works located in Southwest Washington State. Laura excels at bridging the communication gap between engineers and everyday people and has a talent of explaining complex technical ideas in simple terms so others may understand. Finally, she is an active member in her local chapter of Toastmasters International.

Ms. Amos is a Planning Commissioner for a local municipality and city appointed member of an EPA Superfund site advisory group. She holds an Arizona real estate license, and completed her AAS degree in Mass Communication, BS degree in real estate, and Masters degree in Public Administration.
