Kim Bibolet is the manager of Epic’s Inland Empire regional office in Riverside, CA. As a senior right of way professional, Kim has expertise in real estate transaction and property management. In her 10 years in the right of way industry, Kim has worked closely with numerous local governments, public agencies, and private companies on transportation, housing, and utility projects. She has been involved in all aspects of right of way work, including appraisals, title review, environmental assessments, acquisition, escrow coordination, eminent domain support, relocation assistance, encroachment mitigation, and lease and license agreements. She is growing a team of right of way professionals that specialize in delivering Caltrans Certification, FHWA- and FTA-funded projects.
Ruby Arellano, SR/WA
Riverside County Transportation Commission
Ruby Arellano joined the Riverside County Transportation Commission in 2007. As a senior management analyst, she is responsible for managing the Commission’s properties, license preparation and approvals, acquisition, escrow coordination, and relocation assistance. Ruby’s responsibilities also include managing the Commission’s railroad right of way and overseeing the railroad contractors to ensure safety and regulation compliance. Additionally, she coordinates and monitors the annual budgets for the right of way department and ROW aspect of various projects.
Randy Blaesi, ASA, MRICS
Randall Blaesi, ASA, MRICS has been appraising real property since 1972. He is an Accredited Senior Appraiser-Real Property Member of the American Society of Appraisers, and a Professional Member of the Royal Institution of Chartered Surveyors. He is a candidate for the SR/WA designation with the International Right of Way Association, and a member of the Leadership Development and Advisory Council as a Practicing Affiliate of the Appraisal Institute. Mr. Blaesi is licensed as a Certified General Real Estate Appraiser in California, Arizona and Oregon. He frequently serves as a Litigation Consultant on valuation matters, and has been accepted as an expert witness in Federal Bankruptcy Court, Superior Court and County Assessment Boards of Appeal.

Matt has more than 30 years of experience in construction and remediation projects for industrial and government clients. He has expertise in the characterization, evaluation, selection, design, and implementation of remedial systems for large and small Sites. Matt has a long history of preparing, implementing, and critiquing cost-to-closure estimates for environmental remediation.
Christine Santolucito, R/W-AC

Christie is President of the Santolucito Doré Group. In this role, Christie directs all valuation assignments and is responsible for the day to day operations of the business. She is the lead appraiser and works closely with her partner, Lance W. Doré, MAI, FRICS, and team of appraisers on complex appraisal assignments.
Christie is a Certified General Real Estate Appraiser who holds the Right of Way Appraisal Certification (R/W-AC) through the IRWA. She is a Candidate for Designation through the Appraisal Institute. Christie has performed hundreds of full and partial acquisition appraisals and appraisal reviews for right of way projects for public agency clients and fee simple and leased fee valuations for private clients and financial institutions.
Christie has served on IRWA Chapter 57’s board since 2011. She is a past President of the Chapter (2018/19) and is now serving as the Nominations and Elections Chair.
Sheryn Smay, SR/WA

Sheryn Smay is the Supervising Real Property Agent for the City of Riverside. She earned her BA and MA in Business Management at the University of Redlands. Go Bulldogs! Sheryn has worked in real estate for 17 years and has enjoyed the journey thus far. She has been an active member of IRWA since 2004 and earned her Senior Right of Way Agent (SR/WA) designation in 2017. Sheryn has held the positions of Education Chair, Secretary, Treasurer, President-Elect, President, and is the current Newsletter Chair and Professional Development 2nd Year for Chapter 57. Being a member of IRWA has been a great experience for her. Sheryn has met a lot of wonderful people whom she is proud to call friends. In addition, she learned this industry is filled with diverse fields of expertise and how we all work together towards a common goal. Sheryn is excited for the future and can’t wait to see the innovative changes in the industry.
